It's really not what you think. According to the official Google Mobile blog, #google is testing a new concept of a mobile lab, which is a device the company claimed to have combined innovative hardware from a partner (most likely #htc) powered by #android to experiment with new mobile features & capabilities. The device is shared with Google employees across the globe and provide #feedbacks to help improve it. As such, this process is called #dogfooding (from "eating your own dogfood"). Only Google employees are privy to dogfooding so no specific product details are released to the public.

TmoNews (http://url.ag/55iqtd) is claiming the #htc #passion #googlephone will be sold directly by Google on #tmobile network but there's no info as to whether they'll be the exclusive carrier. Since Google is globally sharing the device, I'd imagine it to be "unlocked" in nature.
